New Triage Process in the HGH Emergency Department
We wish to inform you that effective Monday, December 12, 2011, a new process and new roles started in the ED. The patient is now seen by a Triage Nurse upon arrival, and then registered. As a result, changes to the roles of the Triage Nurse, Registration Clerk, Fast Track and Observation Nurse have been made.

The way patients will exit the department has also changed. As a matter of fact, all patients who enter the ED must now leave by the corridor at the back. Visitors for patients in observation must also use this corridor.
 
These changes in process is to reduce wait times by having a more efficient flow of patients in and out of the ER.  We thank you for your collaboration during this transition.
 
La Fondation franco-ontarienne est fière d’héberger deux nouveaux fonds de dotation pour la région de Prescott-Russell !
Ottawa (Ontario) – C’est hier, le 14 septembre 2011 que s’est fait la signature officielle du Fonds de bourse de l'Hôpital Général de Hawkesbury & District General Hospital (HGH) et du Phénix – au-delà du handicap. Ces lancements ont eu lieu au centre communautaire de St-Albert dans le cadre de la toute première Cuvée de Vins et fromages de la Fondation franco-ontarienne dans la région de Prescott-Russell.  Près d’une centaine de personnes étaient présentes pour prendre part à cette activité, dont l’honorable Madeleine Meilleur, ministre déléguée aux Affaires francophones.
Le fonds de bourse de l'Hôpital Général de Hawkesbury & District General Hospital aura comme objectif d’octroyer des bourses à des étudiants et étudiantes, qui ont fréquenté l’une des écoles secondaires de Prescott-Russell et qui poursuivent leurs études à temps plein à l’Université d’Ottawa dans un programme en sciences de la santé.
« L’HGH est un centre de santé en pleine croissance et vu le réaménagement de l’hôpital dont la construction est prévue pour 2013, nous sommes fiers de pouvoir venir en aide aux futurs professionnels en soins de santé et ainsi à soutenir leurs plans de carrière. »

Le fonctionnement d’un fonds de dotation consiste à redistribuer annuellement les intérêts générés par le capital de celui-ci.   
Pour lancer ce fonds, l’Hôpital Général de Hawkesbury et la Fondation de l’Hôpital Général de Hawkesbury versent chacun 30 000 $ dans le fonds.  L’Université d’Ottawa, grâce à un programme gouvernemental de jumelage, versera donc un montant additionnel de 60 000 $ pour un grand total de 120 000 $ pour mettre sur pied ce nouveau fonds de dotation.
De plus, l’HGH et sa Fondation s’engagent à verser un autre montant de 30 000 $ chacun d’ici 3 ans.  Ainsi, ce fonds disposera d’un capital d’au moins 180 000 $ en 2014.
Lors de la soirée, Monsieur Ronald Handfield, Directeur de la programmation de TV COGECO, a aussi remis un chèque au montant de 5 000 $ au nom de COGECO Câble à Monsieur Sébastien Racine, chef de la gouvernance du conseil d’administration de l’HGH.  Ce montant sera ajouté au capital du Fonds de bourse de l’hôpital. 
Le fonds Le Phénix - au-delà du handicap appuiera le Phénix dans ses initiatives de développement communautaire pour la personne handicapée.  Le Phénix s’engage à verser un montant de 25 000 $ pour démarrer ce fonds.

Comment donner à ces fonds et devenir passager du Fondation Express ?
Pour aider nos fonds de dotation à augmenter leur capital, nous avons lancé une nouvelle campagne de sensibilisation sous le thème « J’embarque à FONDS de train avec ma Fondation franco-ontarienne. 
Comme le « Club Sélect » a connu un immense succès et qu’il prenait fin avec le téléthon en février 2011, la demande était forte pour poursuivre.  C’est pourquoi nous avons développé un tout nouveau programme de reconnaissance des donateurs qui est encore plus intéressant, le programme « J’embarque ! » 
En faisant un don de 1 000 $, 2 000 $ ou 5 000 $ à un fonds hébergé chez nous, vous devenez passager en « classe économique ».  Le programme comporte également des niveaux supérieurs de « classe affaires » avec plus de privilèges et de reconnaissances pour des dons allant de 10 000 $ à 100 000 $ et +.  Sachez qu’il y a plusieurs modalités de paiement disponibles et que le don à la Fondation peut être fait en un seul paiement ou par l’entremise d’une promesse de don. 
Une promesse de don
Deux options s’offrent à vous pour faire votre promesse de don.  Elle peut être répartie en paiements annuels ou mensuels, et ce, sur un maximum de 3 ans.  Dans le cas d’un don majeur, la durée de l’entente peut être négociée.  Le premier paiement, sous la formule mensuelle, se fera le mois suivant la date de l’engagement.  Cependant, une mise initiale de 10 % du montant prévu est exigée à la signature de la promesse, peu importe l’option choisie.  (La mise initiale n’est pas nécessaire pour les membres qui avaient adhérés au Club Sélect et qui voudront renouveler leur engagement.)

Hawkesbury, June 10, 2011 - The Eastern Ontario Health Unit (EOHU), in partnership with the Hawkesbury & District General Hospital (HGH), officially opened a new dental care clinic in the hospital for children from low-income families.
New HGH Board of Directors Members
Mr. Sébastien Racine, OAA, OAQ, Chief Governance Officer of the Hawkesbury & District General Hospital, is pleased to announce the appointment of two new Board members.
Mr. Stéphane P. Parisien is CAO and Clerk of the United Counties of Prescott & Russell since 2003. He brings 25 years of experience as a senior administrator in various municipal and provincial public sector organizations.  Mr. Parisien's broad expertise in public administration and his in-depth knowledge of the region are assets for the governance HGH.
Jeffrey Geigel is President of Lifestyle Hearing. He has over ten years experience in entrepreneurship and business development on national and international levels. Mr. Geigel has also served on numerous community organization Boards.  He is currently a member of the Board of the Foundation of La Cité Collégiale.
 
The HGH Board of Directors' role is to represent the community’s interests and ensure ongoing effective governance for the Hospital.  These appointments demonstrate the Board’s commitment to a vision of excellence and health care improvement in order to meet the evolving needs of the population of Prescott & Russell.
NOTICE - Sale of Membership Cards of the Corporation
 

Notice is hereby given that membership cards of the corporation will be available, as per article 2.1(1) of the hospital by-laws, to any person who pays the membership fee of three dollars (3$).

The criteria established to become member of the Corporation as described in paragraph 2.1(2) of the hospital by-laws are as follows:

· Be of the full age of eighteen (18) years;

· Have been either a resident, employed, or carry on a business in the regional catchment area for a continuous period of at least three (3) months immediately prior thereto;

·  Support and promote the objects of the Corporation; and

· Have completed and signed the application form.

Article 2.1(4) requires that membership must be established at least sixty (60) days prior to the annual meeting scheduled for Wednesday, June 15, 2011, in order to have the right to vote.  Therefore, only members who have purchased their cards prior to 4:30 p.m. on Friday, April 15 2011 are eligible to vote.  Cards are available at the hospital during normal business hours.  Membership can be obtained by:

1. completing and printing the form hereunder which can be forwarded to the hospital along with the 3$ membership fee;

Notice to Current & Former Employees, 2nd Notice, OHA long-term disability coverage

The OHA and representatives of its members’ unionized and non-unionized employees have entered into a Settlement Agreement to distribute the proceeds arising from the demutualization of certain insurance policies that Mutual Life had issued to the OHA (the “Proceeds”). An application was brought in the Ontario Superior Court of Justice to obtain court approval of the Settlement Agreement for the proposed distribution of the Proceeds, as a class proceeding. At a hearing on August 17, 2010, the Ontario Superior Court of Justice certified the application as a class proceeding, appointed representative Respondents and approved the Settlement Agreement.  Click here to read the rest of the Settlement Agreement.

Partnership between the H&DGH and the Ottawa Hospital
Hawkesbury, September 21st, 2010 - The Hawkesbury & District General Hospital announced today a new partnership with The Ottawa Hospital to deliver an important mental health program in the Prescott & Russell region. 
“The Champlain District Regional First Episode Psychosis Program offers screening and/or assessment for psychotic disorders, offering education, support and outpatient care for both patient and family,” explains Dr. Paul Roy, Director of the Program at The Ottawa Hospital. “This new partnership with the H&DGH, through the Royal-Comtois Centre, is one of many steps to  broaden our scope of practice and insure that patients are seen in a timely manner in their own community.”
Psychosis is a treatable disorder which affects the brain causing a distortion of, or a loss of contact with, reality.  Rapid treatment of the illness as soon as it has been detected is critical to prevent further deterioration of the patient’s mental state and lifestyle.  “If left too long without treatment, first psychosis can lead to stress on relationships, loss of family support, substance abuse, other serious mental illnesses and even suicide,” describes Mrs. Billie Pryer, Manager of the Program at The Ottawa Hospital.
The Royal-Comtois Centre has recently hired a nurse specialized in first psychosis, who will be managing the Program in Hawkesbury.  “By adding specialized staff to our team, we’re insuring that patients afflicted by this serious disease receive the right treatment quickly,” explains Dr. Suzanne Filion, Director of the Royal-Comtois Centre. “We are now better equipped to understand this illness and support the individuals who are afflicted, helping to save lives in the long run.”

Emergency Department Renovations Currently Underway

The exam room E and the trauma room in the Emergency department are currently under way and should be completed on Friday, September 3rd.

 

The objective of these major renovations is to improve the functionality and efficiency of our Emergency Department by expanding the trauma and E rooms and by adding sliding glass doors between the two.  This will greatly widen our work space during trauma cases.

The Emergency Department Improvement Program 2009-2010, a success!

Hawkesbury – The Hawkesbury & District General Hospital announced today the results achieved in the Emergency Department following the implementation of a comprehensive program launched in September 2009 to improve the service with the financial support of the Champlain Local Health Integration Network.  This project is aimed at the reduction of waiting times, the acceleration of patient flow through the various stages of care and the standardization of professional standards of practice.

 

Prior to start-up, key staff were first trained in process management using the Toyota « LEAN® » method.  Following this training program, working groups were put together to address the issues and identify remedial actions.  In October 2009, a first series of improvement measures were put in place.  Of these, five priority measures were implemented immediately. 

1)      A second medical line called “Fast Track” for non-complex cases;

2)      A clinical decision unit for complex cases;

3)      Accelerated admission procedures;

4)      The implementation of an innovative medical directives system to facilitate care processes;

5)      An improved process for registration and triage.

 

These measures were monitored and adjusted over the following 6 months.

 

As of March 31st, 2010, the H&DGH had achieved the performance targets set by the LHIN for Emergency Department length of stay.  In effect, for non-complex cases, the average length of stay was down to 2.7 hours and 82% of the patients were discharged in less than 4 hours, which meets the recommended standards of the Ministry of Health.  This represents a 60% improvement compared to previous year.  As for complex cases, significant improvements were also achieved.  The average length of stay went from 9.1 hours as of March 31, 2009 to 6.2 hours as of March 31, 2010.  Preliminary data from April 2010 indicate that the improvements are being sustained.

 

“This is by far the largest quality improvement project to be undertaken by the H&DGH”, said Manon Lacelle-Lacroix, Chief Governance Officer.  Dr. Luc Chagnon, Chief of Staff, and Dr Remi Chehade, Chief of Emergency Department were pleased to indicate the active involvement of physicians, nurses and employees of the Emergency Department.  Marc LeBoutillier, CEO, explained that amongst the 40 hospitals in Ontario to receive financial support to improve their Emergency Departments, the H&DGH came out at the top of the list for its improvement rate and rapid turn-around.

 

The Champlain LHIN has recently authorized H&DGH to proceed with a new improvement plan for 2010/2011, which will allow the hospital to consolidate gains and introduce new efficiency measures.

Historic Partnership between the H&DGH and CHEO!
Hawkesbury, June 28th, 2010 - The Hawkesbury & District General Hospital, in its ongoing efforts to become a regional health campus from which the whole community, young and old, can receive quality health care, has signed a partnership agreement with the Children’s Hospital of Eastern Ontario (CHEO) to offer specialized services to our region’s children and youth.
The agreement was officially presented today at the H&DGH in the presence of members from both hospitals, along with Dr. Rob Cushman, Chief Executive Officer of the Champlain LHIN.  “This historic agreement is perfectly aligned with the strategic directions the LHIN has provided to the region’s healthcare service providers,” explained Dr. Cushman, “and will serve as a model of collaboration for many similar partnerships to come in the Eastern Counties.”
“Over the course of the next few years, the H&DGH will gradually implement various clinics and programs for the welfare of our younger population,” detailed Dr. Luc Chagnon, H&DGH Chief of Staff, “CHEO’s best practices in mental health and asthma treatment, for example, will be transmitted to the H&DGH via teleconferencing.” An introduction to the latest techniques in asthma treatment was presented by Dr. Joe Reisman, CHEO’s Chief of Pediatrics, providing up-to-date information to the H&DGH’s medical staff.

A commemorative framing of the agreement was also unveiled by the hospitals’ respective Chiefs of Governance; Mr. Sébastien Racine of the H&DGH and Mrs. Joanne Levesque of CHEO.  Mr. Michel Bilodeau, CHEO’s Chief Executive Officer, proudly described this partnership as “the initiation of a long-lasting affiliation between two high-quality healthcare institutions, all for the benefit of future generations.”
